Calcutta University Commission


Calcutta University Commission formed in 1917 by the Indian government. The purpose of the commission was to investigate the issues related to the University of Calcutta and to recommend the recommendation for the work of initiating the education and organization of the university in light of the opinion of the expert. Vice Chancellor of Leeds University ME Sadler was the President of the Commission. The renowned JW Gregory, Sir Philip Joseph Hartog, Professor Ramze Moore, Sir Asutosh Mukherjee, W.W. Hornwell and Ziauddin Ahmed were other members of the commission. G Anderson was the editor of the commission.

In the first week of November 1917, the Saddler Commission officially started its activities for the first time. In consultation with the Chairman of the Commission, the members visited most of the educational institutions of India and presented huge reports to the Indian government on 18 March 1919.

The chief recommendation of the commission focuses on various issues, especially on almost all aspects of the conventional education system. The Commission thinks that without the full reconstruction of the secondary education system, it is not possible to put the university-level education system in a satisfactory manner, because university education is dependent on secondary education.

The Commission proposes that the responsibility of training at the higher secondary level should be entrusted to the higher secondary colleges. The commission recommended the formation of a secondary and higher secondary education board. There will be the ability to appoint other committee including the board's advisory committee. The majority of the members will be the private ranks and will be represented by both Hindu and Muslim communities. The chairman of the board will be employed by the salaried and the government. The director of the public education department will be ex-officio member.

The Commission advised to take some important steps to overcome the defect of the education system. One of its main objectives was to make the University of Calcutta a real educational institution and to implement a plan to set up a university in Dhaka as soon as possible. The main role of the University of Calcutta will be teaching. It will consist of affiliated colleges. These colleges will have the authority and control of the university. Affiliate terms will be determined by the University Law. Presidency College will be considered among the affiliate colleges. There will be a post of at least ten professors in this college and the college teacher will fill those posts.

The commission recommended the formation of an Islamia college for Muslim students. In this college, university professors and lecturers will have the posts for the history of Arabic, Persian and Islam. The commission also proposes to set up a conservative Hindu College. The Hindu College will be established on the basis of the degree of Sanskrit, Sanskrit College, which is affiliated with University Professors and Readers in Sanskrit and Pali.

The Commission proposes to make significant reforms for the sprawling mofussil colleges spread across Bangladesh. The Commission realized the need to set up new universities in the mofficial areas. Three years of permanent honors were included in the Commission's plan. In order to appoint Professor and Reader, the commission recommended the formation of a special election committee with external experts.

The commission's proposal was to create a post of professor's physical education director and a student welfare board for the teacher's health care and to form a student welfare board. The commission also called for the formation of a special board for women's education at the University of Calcutta. The commission's proposal for the need for professional training was not implied. The commission recommended the establishment of a department for Orientalism. In the medical treaty, the commission asked the Calcutta Medical College and Belgachia Medical College to be affiliated to the University. The commission proposes to establish a dental college. Shibpur Civil Engineering College is affiliated to the University and it is proposed to provide training in electrical and mechanical engineering, mining and architecture.

It is said that the establishment of a college for the expansion of the livelihood of the youth. The commission realized the importance of scientific practice in mother tongues. The purpose of the commission was to create separate departments of education in the University of Dhaka and Calcutta and to include education as a subject in secondary, BA and MA exams. In the end, there was a great emphasis on the creation of trained manpower for the country's progress in the industrial sector. In fact, the recommendations of the Saddler Commission play a very important role not only for the University of Calcutta but also for the Universities of India.
